Current consensus params aren't optimal for network near mainnet size. During testing on the taomeo devnet, we figure out "working" numbers.

What was done?

• Updated consensus params.

How Has This Been Tested?

None

Breaking Changes

Previously created networks won't be supported since this PR changes genesis configuration.
