Clean up ownership governance

This PR attempts to update the Dask governance to better represent the current state of Dask Ownership.

I've tried to incorporate everything from all of the discussions I've had with folks about this lately, but feedback is very welcome. I want to be sure I have accurately reflected things.

Key changes:

• Make it clear that "Steering Council" and "Owners" are the same thing.
• Reduce duplication around how folks join the Steering Council.
• Add explanation that inactive Council Members lose ownership rights and voting power and become Emeritus Council Members.
• Emeritus Council Members can restore their permissions by simply being active again, but this can be vetoed by the active council.
• Currently, the Council only has employees from two institutions so updating voting rules to reflect that. It would be nice to restore this in the future though.

Currently, the Council only has employees from two institutions so updating voting rules to reflect that. It would be nice to restore this in the future though.

I'm still seeing "three" often in the changes.

Also, FWIW, I'd still consider @jcrist and @jsignell still part of the steering council for the time being. I'd expect that we probably send them a note in 6-12 months if their current activity level stays as low as it is today. They were active ~6 months ago and I think about a year is a good timeline for promoting to emeritus.

To be clear, I do like the idea of changing three to two. In practice most decision-making seems to be happening between Coiled and NVIDIA today (others welcome, of course)

Good catch thanks @mrocklin. I think updating to two here reflects reality, but it would be nice to update reality back to three at some point.

I'll leave this open a little longer to give @jsignell and @jrbourbeau time to weigh in, but I'd like to merge this sooner rather than later.

Ok this is merged. I've created two teams in GitHub for "Steering Council" and "Emeritus Steering Council" and updated the ownership permissions accordingly. @jcrist I've put you in Steering Council as @mrocklin suggested but @jsignell I've put you in Emeritus Steering Council as you requested.

I'm going to send an email to everyone who has moved to emeritus as part of this change to update them.

@mrocklin could you update the owners@dask.org mailing list to reflect the Steering Council group? I don't seem to have permission to change it.
