Windows NT 3.10 issues

When built with Visual C++ 1.0 32-bit edition or Visual C++ 2.0 C-Kermit is able to start up on Windows NT 3.10 but it has a number of issues that prevent it from being actually useful there (besides perhaps for serial only connections):

• Networking is broken on Windows NT 3.10 #162
• Console version crashes on startup on Windows NT 3.10 when built with Visual C++ 1.0 #163
• Changes to the serial port setup code on NT 3.10 have not been tested - serial connections are potentially broken
• Openwatcom 1.9 builds with CKT_NT31=yes fail to start on NT 3.10 with "Unexpected error: 11" (runtime library issue?) - possible fix: https://www.os2museum.com/wp/retro-porting-to-nt-3-1/
