When a regular user accesses proposal details for unreviewed/censored proposals, the server does not send the markdown or images. It should also not send the title.

* This commit adds a Tooltip wrapper to the CopyableText component

* Add defaultProps for ToolTip hoverText.

* add .jsx extension to Tooltip import

* Wrap the tooltip component around the copy icon rather than the entire content. In addition, this commit adds a 'tooltipPlacement' prop so the user can override the default tooltip placement
