Complete Russian (ru) locale for the web client — ready to upstream

ru dictionaries for every client package (~770 keys across 29 namespaces), including the inline dictionaries of ui-directory-picker-browse and the ru branch of WELCOME_NOTICE_COPY
LOCALE_IDS / LOCALES / DOCUMENT_LANGUAGE extended (ru → <html lang="ru">), browser primary-subtag detection picks it up automatically
the locale dictionary parity gate (scripts/locale-dictionary-parity.spec.ts) generalized from the hardcoded zh/en pair to all shipped locales — it also now sees per-locale arrays with more than two entries
typecheck clean, locale tests green (45/45), staged lint and pre-commit hooks pass
Translation quality: done against a written glossary (terminology + tone rules), with zh treated as the authoring source where en was ambiguous, machine-validated for key parity / placeholder integrity, and human-reviewed against the actual markup (buttons vs aria-labels vs badges, length budgets).
Happy to rebase and open a PR the moment you start accepting external contributions, or you're welcome to cherry-pick the commit as-is. Also glad to keep the locale maintained as the UI evolves.
