feat: Lula setup and integration

Setup the inclusion of Lula common tasks for use in downstream uds packages.

includes:
  - lula: https://raw.githubusercontent.com/defenseunicorns/uds-common/$TAG/tasks/lula.yaml

Describe the solution you'd like

• Given The availability to import the common tasks
• When the lula.yaml file reference is present in a tasks includes
• Then lula tasks are available for use

Describe alternatives you've considered

This can be entirely accomplished in a script (or via lula-action) - inclusion in uds-common looks to solve many duplicative behaviors.

Additional context

This issue would look to establish:

• setting up lula in pipelines setup
• creation of a mock oscal file for testing purposes
• creation of a lula.yaml for includes
• creation of a lula lint task
• Implementation of lula lint in a pipelines workflow
