Compile projectless tests against the pinned runtime, not the one bundled with the compiler (#220)

Bugs fixed:

  • a projectless compile resolves the runtime bundled beside the compiler
    under test, not the runtime the suite pins

Technical:

  • the three projectless invocations now pass the SDK reference pack plus
    the runtime as -a references
  • compile and run now resolve the same runtime, where the packaged one
    and the compiler-bundled one could disagree
  • a LOCAL run against publish/ keeps the same reference set - the
    packaged dll is the bundled one
