Description

Updated the following.

Update runtime.yml with ansible >=2.15
Update GitHub Actions to add python3.11 and ansible 2.17 for all the tests
Update common doc fragment to remove python and ansible versions
Add label/tags to readme.
Update all the docs to point to main branch.
Update to version 3 in ee.yml
update galaxy.yml with version and the main url
Update docs folder with latest
