This PR moves all jsonc related stuff into the same dir.
encoding/jsonc.ts → encoding/jsonc/mod.ts
encoding/test_jsonc.ts → encoding/jsonc/mod_test.ts
encoding/testdata/jsonc testsuite → encoding/jsonc/testdata
splits logic into single export files.
