Removed obsolete desisim.io.read_templates() function and added the same functionality to desisim.io.read_basis_templates() Updated desisim.test.test_io.test_read_templates() class accordingly.
Note that the template I/O tests are quite fast (~<few seconds) for all object types except QSO, whose data model still needs to be updated to the latest incarnation of how the mock templates are being handled. Nevertheless, running all the I/O tests is still relatively fast (<10 s).
