  1. Add new slash command and instructions 

    - Added a new slash command in command.yml file.
- Created a new file prompt.txt with detailed instructions for creating, editing, and removing a command.
- Provided background knowledge about Devchat and its command structure.
- Included guidelines for handling commands and updating the command list.
