  1. split out new package diagrams-solve 

    Everything formerly in `Diagrams.Solve` is now in
`Diagrams.Solve.Polynomial` in the `diagrams-solve` package; the
tridiagonal solving code in `Diagrams.CubicSpline.Internal` was moved to
`Diagrams.Solve.Tridiagonal`.

Closes #235.
