regularly runs update actions on items in the database, with 1 second between each request; takes new env variable `UPDATE_INTERVAL` in days.
this allows us to worry less about API limit with 3 tasks running at once, while also allows us to reduce wait time from 1s to 500ms. Additionally, run the task on startup
