GEDCOM import

The way this will work is an admin can upload a GEDCOM file, and it will get imported into the database.

This will require a script that parses GEDCOM and puts it into the database.

• Import people (Add gedcom import into admin interface #40)
• Import sources
• Import places (dependent on Ensure places code is up to snuff #39)
• Import images (dependent on Switch to carrierwave for assets #26)

There is a rake task for doing this:
rake import:gedcom[file,verbosity]

But there should probably be an import section in the admin interface
