Add missing # to target for some uses of LINK2.

Isn't there a macro we can use for this purpose instead of hardcoding #?

Wait, I was wrong. The patch is problematic for translation to LaTeX because it doesn't support '#' in reference names. We should fix all LINK2 to NOT use '#', and instead use LREF and such.
