Kubernetes in Docker for windows remains at Starting n Dashboard even though cluster is up #8625

Expected behavior

Kubernetes is running shown in Dashboard

just found that http proxy was not bypassing for local docker.internal address.. so aadded .docker.internal to no proxy setting
