#59 bumped the version of tsc. Updated the expected toolchk version to match.

This updates Mockery to resolve a CG issue and workitem 3617.
Mockery is brought in by azure-pipelines-task-lib. They have fixed this in microsoft/azure-pipelines-task-lib#875, which should be available as version 3.3.2 but it is not yet available in the registry. So instead, I used
overrideto pin the dependency version. This is essentially what their fix did, so I do not anticipate any compatibility problems.
