When IE updates from version 8 to version 11,this eventArgs value for event ProgressChanged is weird.

When IE updates from version 8 to version 11, in ProgressChanged.WebBrowserProgressChangedEventArgs, this MaximumProgress value is 0.
But as normal,when IE version is 11,MaximumProgress value is above 0,for example 1000.
So,when IE updates from version 8 to version 11,is there any possibile that the registry valueList is different from installing IE v11 directly ?

Sorry，it has nothing to do with implementation,just cause it's rised by IE promotion 。
Below is Reproducible Steps ：

1. Prepare your computer with IE8.You can use VMware WorkStation to Start a virtual enviroment with win7 & IE8.
2. Upgrade your IE from version 8 to Version 11.
3. Then,start a demo using this winform WebBrowser Control,after inoking the Refresh method,you will find MaximumProgress value in ProgressChanged.WebBrowserProgressChangedEventArgs is 0.So weird~
