Based on the discussion on F# slack, the current DEVGUIDE.md file does not have description on the prerequisite installation when building Visual F# IDE tool (the F# tooling integration to Visual Studio IDE).
I'm proposing the changes on DEVGUIDE.md to include Visual Studio SDK prerequisite note when building Visual F# IDE tool.
