Remove usage of IsolatedStorage

Description of Change

Isolated storage is an obsolete API and we actually don't need it. We just needed a way to cache images that were downloaded.

Instead, we should implement a smaller, more specific API for a cache that can be changed. Maybe a IImageCache : ICache or something.
