Поменял в тесте perl на dpkg.
Плюс пофиксил недоработку с форматом версии, когда версия содержит епоху, типа Version: 1:6.6p1-2ubuntu2.8, т.е. вот так package (>= 6.6p1) теперь должно работать правильно.
На всякий случай добавил необязательный параметр в package_is_installed, сабу. Принимает системную версию пакета, возвращает строку для --compare-version.
