They always have the cmc of the first half - they should have the combined cmc of both halves.
There has been a rules change regarding that with Amonkhet: https://magic.wizards.com/en/articles/archive/news/amonkhet-split-card-rules-changes-2017-04-04
mtgjson has each side as single card with it's own cmc value, dr4ft needs to combine them/consider both.
