There is no immediate behavior change here, but this refactor is necessary for #336. When building a TokenStream in the parser we don't want to allocate all the tokens in an ordinary Vec and then have to copy the whole thing into an RcVec. We can allocate them directly in a statically-uniquely-owned RcVec up front.
