@cuongngosa good question. It's Firefox. 😉
If you don't already have it, get it at: https://www.mozilla.org

Open Dev Tools in via menu or keyboard shortcut.
firefox-dev-tools-settings-theme-dark
Then click on the Settings Icon and ensure that the "Dark" theme is selected.

And, if your Operating System supports it, the "Developer Edition" has many great features Chrome doesn't. see: https://www.mozilla.org/en-GB/firefox/developer
