- templates are md not yaml - leverage pre-commit - lints json
Also: - rename master --> main
- remove PR's from package releases - fix capitalization of CONTRIBUTORS - add logging; split up steps

This PR adds issue and PR templates and adds in pre-commit.
In addition, it lints most docstrings and other data to maintain a constant format into the future.
