logical_router_policy do not handle the situation nexthops contains only one item #155

for _, n := range cacheLogicalRouterPolicy.Fields["nexthops"].(libovsdb.OvsSet).GoSet {
lrpolicy.NextHops = append(lrpolicy.NextHops, n.(string))
}

when nexthops only contains one item, it panics.
