Background and Motivation

Send email notification to involved users in a change proposal, to be alerted of updates in the management of the proposal

Proposed change

Send email to the users involved in the workflow of an item.
Example: send email to the control body if a proposal has been submitted for approval or a proposal have resented back to the submitted organization for more details. And all this kind of actions involving an user action to be taken.
