add support for signal grouping (trac #2958)

• add netconvert option for automatically assigning the same tlIndex to connections with the same state matrix columns.
• either for all links or only group links from the same edge
• add (reverse) option to dis-aggregate tlIndex values so each connection gets its own index.

Add support in netedit to perform this for individual (or selected) traffic lights.
