currently, all links without foes are exempt from CRLL.
However, simple merging junctions should also be exempt even though there may be foe links.

unless the outgoing edge has multiple lanes with distinct successors (e.g. turn lanes) . In that case "cross traffic" could consist of passing the jammed lane and using the unjammed turning lane.

German traffic regulations require that all junctions (Kreuzung, Einmündung) must be kept clear without exceptions.
This leaves geometry-like junctions with turn-arounds that should be fixed.
