Fix dev 1.0.0 release

A number of changes were done for the release process in the main branch but they weren't added back to the dev/1.0.0 causing failures to release 1.0.0-alpha.4 for zenoh-c

Tried to cherrypick the merge commits gave me lots of conflicts to sort out.

I don't understand however why some recent commits are present in dev/1.0.0 but older ones are not.
