Set up SSL/TLS management for our cluster using cert-manager

Description

It is important to encrypt the information in our cluster so it cannot be tapped from anywhere we don't want it to be. Cert-manager can be used to set up and install certificates.

Are we doing this programmatically with Pulumi or through the DigitalOcean panel?
