Add 'Creating Custom Commands' guide Introduce a new guide (Creating-Custom-Commands.md) that explains how to build RimWorld mods adding chat commands and buyable event commands for RICS. Covers mod layout, About.xml dependency on RICS, ChatCommandDef XML, C# ChatCommand implementation, CustomData settings, compiling/referencing RICS, testing, and best practices. Also update Home.md to add a link to the new guide under the Modders section.
