Describe the bug
Count is different in user card and user table under users page.

Build Details:

Version: 8.2.0 SNAPSHOT
Commit:a743498436a863e142592cb535b43f44c448851a
Build:51431

preconditions

  1. Multiple users should be generated
  2. Users flags should added

Steps to Reproduce

  1. Navigate to User page under security
  2. Scroll down the page.
  3. Observe that count is different in user card and user table under users page.

Actual Result
Count is different in user card and user table under users page.

Expected Result
Count should be same in user card and user table under users page.

We expect to see more users in total than users with authentication events. Because this behavior is confusing, we are introducing a new tab that really shows all users:
#128375
