[Maps] Make map tooltip consistent with lens and visualize tooltips #75758

I didn't look closely into the elastic-charts issue for the tooltips redesign, but based on the screenshot, the map example is using a popover and the viz/chart is using a tooltip. Apart from visual styling, the primary difference here is that tooltips do not allow interactions within them since it is occurring on hover. Whereas the maps example has several interactions and therefore needs a different component. I imagine the reason these two look so different is purely for this reason. |
I think we'll have to make a custom version of the tooltip for the maps given the number of functionalities needed. At the same time some of the problems we have, that probably drove people to use a popover instead of a tooltip are going to be solved by some of the new features (sticky tooltip, actions within tooltip...) so I'm confident to say that we are going in the right direction to make maps consistent as well |

The map tooltip is not very consistent with lens and visualize tooltips. The map tooltip should look similiar to lens and visualize tooltips to provide a more cohesive UI in dashboard and canvas.
Visualize tooltip uses the mixin euiToolTipStyle.
