We have:

elementary Stable PPA for Releases
elementary Daily PPA for daily builds
elementary Testing PPA for testing things
elementary Staging PPA for system integration testing
elementary OS Patches PPA for patches on Ubuntu Packages

If you really want to test the upcomming release it's Ubuntu + OS Patches + Daily + Staging.

Nobody should install Testing—it's only to test that things builds and that the result is alright.

Staging is for things that are going to end in OS Patches if they are considered stable
