Adds support for Language Server Protocol 3.15 (see https://github.com/Microsoft/vscode-languageserver-node/blob/master/README.md)
Required for elixir-lsp/elixir-ls#180 to work properly.
Without this patch VSCode reports deprecatedSupport and no tagsSupport, however deprecated is no longer working (tested on vsc 1.43)
