Parsing with linking list was faster way todo but we could avoid this by default.
AppendHeader should keep only top first reference

Does SIP has any case where it handles comma separated values differently?

comma seperated values are parses and added on new line as seperate header.
Did not see any reason keeping other way.
This mainly affects via (address) headers
