Use case Issue train and build orders

1. Move mouse over own province

• Highlight the province

2. Click mouse button

• Show units list and training/building controls

3. Move mouse over recruit/building

• Highlight the recruit/building

4. Click mouse button

• Subtract money and remember training/building
• Show busy indicator
• Send IssueTrainOrder or IssueBuildOrder request
• Wait for response
• If failure, revert
• Else remember orderId, highlight the recruit/building more and add an order to the UI orders list
