To help keep cross-agency eRegulations contributors on the "same page", it would be nice to have a convenient public reference page about the history and motivations for the project, the current scope of the project, and the future of the project. This is a draft for discussion, mostly based on chats between contributors.


## Advice for ongoing cross-agency development

Everyone is free to use and adapt eRegulations as they wish. We encourage you to build your adaptation in the open (and with a public domain + CC0 license), and to build it in close coordination with other contributors, so everyone can benefit from each other's work.

Ideally, we'd discourage forking, but we probably need to implement #14 first...

@brittag I like the idea a lot. As the content's come from multiple one-off conversations, though, it feels a bit jumbled and jerky while reading.

There's good information here, so I'm going to go ahead and merge; we can follow up with tweaks.
