Ideally, we'd discourage forking, but we probably need to implement #14 first...

@brittag I like the idea a lot. As the content's come from multiple one-off conversations, though, it feels a bit jumbled and jerky while reading. |

To help keep cross-agency eRegulations contributors on the "same page", it would be nice to have a convenient public reference page about the history and motivations for the project, the current scope of the project, and the future of the project.
