While you are developing it would be nice to be able to create a test release that has things like meck included, which only makes sense to have around for testing.

I know that I can just create another release in relx.config, but since the test release is a super set of the release I am about to create it would be nice if I could avoid "cloning" the release.

Would it be possible to create a new release by extending an existing one?
That would solve my problem and work well while developing.

Do you mean something like this in relx.config would work for you:

{release, {rel_name, "vsn"},
    [app_1]}.

{release, {rel_name_test, "vsn"},
    [{extend_release, rel_name}, meck]}.
