[3.5] Remove gsutil acl command for bucket permissions from release.sh #18286

This is an automated cherry-pick of #18250

/assign jmhbnz

The bucket is already fully public so new releases don't need to run this command.

This will prevent significant terminal spam during the release process as there are thousands of objects in the bucket.

Hi @k8s-infra-cherrypick-robot. Thanks for your PR.

I'm waiting for a etcd-io member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

@jmhbnz, there's no OWNERS in the release-3.5 branch. Should we open an issue? Or should we just copy whatever is on main?

Hmm yeah we should probably backport the migration to OWNERS. Do you agree @ahrtr and @serathius? If so we can re-open #16367 and do the backports under that umbrella.
