JIRA ref: https://issues.ibexa.co/browse/IBX-5214

false in date filter allows to take timezone from date instead of local.

Additionaly, there was inccorect EoL and EoM date for 3.3 release, compared to https://support.ibexa.co/Public/service-life , I alihed it to dates in support.ibexa.co
