Add a new command, `:GoDiagnostics`, to display the LSP diagnostics for packages. Teach :GoMetaLinter to display LSP diagnostics when g:go_metalinter_command == 'gopls'. Closes fatih#2538

Add a new option, g:go_diagnostics_enabled, to control whether the diagnostics for all files should be processed or only the diagnostics for the current buffer, because on large projects, processing all the diagnostics can cause a noticeable delay.

Restore the ignoring of diagnostics when diagnostics are off and the diagnostic is not for the current buffer. This restores behavior originally created in fatih#2612 and adjusts it for the other changes made in fatih#3052.
