Closes #214

What This Does

Adds validation to require a minimum of 4 guardians for setup
- This is a temporary measure until Re-enable federations of fewer than 4 guardians fedimint#3333
- Improved some of the min / max validation and error messages in general
Replaces "epoch" with "block"
- Both in user-facing strings, and in code & RPCs
