Bug: When moving an online file within OneDrive, app tried to download it

Description

When I was moving a OneDrive file (from one OneDrive folder to another), the app would try to download it to the local. It still works after manually cancelling the download.

Steps To Reproduce

1. Log into OneDrive
2. Go to one OneDrive folder
3. Move a online-only file in the folder to another folder that's still in OneDrive
4. Found that the file has been moved correctly, but afterwards OneDrive sends a notification saying the app is accessing this file thus it is downloading it to the local

Requirements

For a simple movement, the app is not supposed to make OneDrive app to download the file, especially on large files, since that would consume too much unnecessary resources.

This is normal behavior for OneDrive and similar to what you would see in File Explorer.

@yaira2 I tested with File Explorer, by either drag-n-drop or cut/paste, it doesn't make OneDrive to download that file. Could you please verify again?

This file remains cloud-only after my tries.

On Files App, ctrl + x moves the file, then OneDrive starts to download it
On File Explorer, ctrl + x only moves the file

I'm seeing the same behavior in both Files and File Explorer, if anyone else has a way to repro reliably, please let me know.

If I change it to a feature request do you think it make sense? Like don't always download the file if I'm just moving it to another folder.

If the behavior is different than File Explorer, I think it's correct to track this as a bug.
