Julia 1.11 support

There were many issues with Julia 1.11 support, most are fixed:

• Filter on exported symbols in 1.11 #2661
• Nightly tests: overload of Base function not recovered #2806
• Fix method table stuff in Julia nightly #2807
• Precompilation problem on 1.11 with complete_remote_package #2810
• call _get_registries() in __init__ of PkgCompat.jl #2815
• PlutoRunner.jl use take!(::IOBuffer) instead of resize! #2828
• Fix similar docs search on Julia 1.11 #2842
• Cannot use Pluto with Julia 1.11 (alpha2) #2854
• Fix Julia 1.11 Pkg tests #2860
• Tests fail on Julia nightly #2782
• fix tests on nightly #2786

Everything above was released in Pluto 0.19.42

New:

• Julia 1.11 beta MemoryRef bounds violation #2910 (will be included in Pluto 0.19.43 release)
• Julia 1.11 compat: Use Base.BufferStream for capturing Pkg IO #2915 (will be included in Pluto 0.19.43 release)
• Problem using Plots convenience macros @gif and @animate on Julia 1.11.0-beta1 #2907

cc @pankgeorg there are two fixes merged but not yet released that will mostly fix 1.11 support except for the @threads bug. Might be good to make a release soon, I don't have any insight about when 1.11 will be released but it should be before then :)
