Steps to reproduce:

  1. Start program
  2. Open Tools - Options Menu
  3. Close Options Menu
  4. Goto 2

fixes two small issues with with the config file
2a956e0 
- GUIBuilder now forces the Options Mnu open if the conig file doesn't exist
- Fixed logic in loading the config file if it doesn't exist

I think this is fixed, at very least I can reproduce the issue anymore.
