Disabled packages mega-issue #3048

These are all the packages in build-constraints.yaml that have been disabled for one reason or another. Most have comments stating why it occurred but it's likely that the reasons have changed by now, feel free to ask for clarification by filing an issue.

The reason for filing this is to make sure that everyone is aware that packages are no longer in nightly (#3043).

Please file a PR if you wish to re-enable any of these packages, they are always welcome back!
If your package has bounds issues you should be able to figure out which by doing cabal sandbox init && cabal install --enable-test --enable-bench --dry-run | grep latest

I'll remove these lines from build-constraints soon so that we can file these issues on a regular basis without spamming people who have been notified already.
