Cannot delete Letter Head is linked with Student Report Generation Tool

To Reproduce 📃
Steps to reproduce the behavior:

1. Go to 'Letter Head'
2. Click on 'Menu > Delete'
3. See error: Cannot delete Letter Head is linked with Student Report Generation Tool
4. Go to 'Student Report Generation Tool'
5. There's no button to update changes and left blank the 'Letter Head' field or to select another one.
