Upgrade RECAP to use v4 of the API #380

v4 of the CL APIs is now live, so let's upgrade the extension to use it. I think this should be pretty easy. The migration guide is here:

https://www.courtlistener.com/help/api/rest/v4/migration-guide/

If the guide or APIs aren't good enough, this is an opportunity to fix them as well.
